Secretary of the party group of the Ministry of Water Resources, Minister Li Guoying presided over the meeting and delivered a speech, emphasizing the need to learn to understand the spirit of the twentieth CPC National Congress, to unify thoughts and actions to the spirit of the twentieth CPC National Congress, the wisdom and strength to the implementation of the twentieth CPC National Congress of the major strategic plan, more closely united around the CPC Central Committee with Comrade Xi Jinping as the core, self-confidence and self-improvement, guarding the right and innovation, to excel and move forward with perseverance to accelerate the new stage of high-quality development of water resources. The meeting conveyed the spirit of the report of the 20th CPC National Congress, the work report of the 19th Central Commission for Discipline Inspection and the Constitution of the CPC (Amendment). The leaders of the Ministry of Water Resources, Tian Xuebin, Wang Xinzhe, and Liu Weiping, as well as former leaders Cai Qihua and former leader Dong Li, attended the meeting.

Li Guoying pointed out that the 20th National Congress of the Communist Party of China sounded the horn of progress in comprehensively building a socialist modernized country and promoting the great rejuvenation of the Chinese nation, which has extremely significant historical significance in the development process of the Party and the country.   The work report of the 19th Central Commission for Discipline Inspection, which was reviewed and approved by the conference, reveals the significant significance of leading social revolution with the Party's self revolution. It is a solemn declaration by the Party to promote the construction of Party conduct and clean governance and the fight against corruption with a clear and firm determination always on the road. The Constitution of the CPC (Amendment) adopted at the conference is a concentrated reflection of the Party's achievements in theoretical innovation, practical innovation and institutional innovation. It is of great significance to stimulate the whole Party to study, observe, implement and maintain the Party Constitution more consciously, and more firmly and comprehensively promote the great cause of socialism with Chinese characteristics and the new great project of building the Party in a new era. Li Guoying emphasized that the report of the 20th National Congress of the Communist Party of China, with a focus on the great achievements of the past century and based on the changing situation of the past century, creatively put forward a series of important ideas, viewpoints, judgments, and measures that are related to the overall development of the Party and the country. We must study seriously, deeply understand, and firmly grasp the spiritual essence and rich connotations of the report.       Fourth, we must deeply understand the mission and task of promoting the great rejuvenation of the Chinese nation with Chinese path to modernization, firmly grasp the major principles on the way forward, strengthen our morale, backbone and confidence, take the initiative to plan water conservancy work in the overall situation of the Party and the state, and constantly forge ahead towards the goals set by the Party Central Committee. We must deeply understand the important requirements of leading a great social revolution with a great self revolution, remember that comprehensive and strict governance of the Party is always on the way, and the Party's self revolution is always on the way. We must persistently promote comprehensive and strict governance of the Party, and deepen the new great project of Party building in the new era. We must deeply understand the requirements of the times for unity and struggle, unite under the banner of the Party as a "hard steel", never forget our original intention, remember our mission, be humble, cautious, and work hard, be brave and skilled in struggle, and take the major decisions and deployments made at the 20th National Congress of the Party into action step by step, and see their results.
